the following steps are for your reference:

中国学生不能在国内考SAT,要考的话只能去香港或其他就近的考点。

我觉得你首先要决定要不要考SAT.不是所有美国大学都学要SAT 的。这是SAT的官方网站，你可以上去看一下：

去美国留学的费用分为两部分，一是学费和杂费，是交给学校的，美国学校收费

差别很大，少的一年不足一万， 多的一年四五万。 生活费差别也很大。 总的来说加利福尼亚和美国东北部的最贵。 另外你的个人消费习惯也直接影响你的费用。如果费用是你最关心的事，你应该在选校的时候找学费和生活费较低的地方。学费高，生活费高不代表学校好。

美国很多大学有土木建筑设计专业的。 美国有四千多所学校，凭空找很难，我给你几个在线搜索引擎。你还可以同时查到大学的录取条件，学费等信息。
