Answer: P4L - Partnerships for Learning Undergraduate Program

The Government of the United States of America, through the U.S. State Department’s Bureau of Educational and Cultural Affairs (ECA), funds the Partnerships for Learning Undergraduate Program (P4L). The American Councils for International Education: ACTR/ACCELS, an American non-profit, non-governmental organization, receives a grant from ECA to administer the P4L Undergraduate Program, and to oversee each participant’s successful completion of the program. The United States Congress annually appropriates funds to finance the program, and authorizes the Bureau of Educational and Cultural Affairs to oversee these funds. Pending the availability of funding, finalists are selected each spring.

The program seeks to assist the democratic and economic development of Bosnia Herzegovina, Macedonia, and Serbia by giving students an opportunity to obtain knowledge, insight and cultural enrichment through academic studies at American colleges and universities.
